Did you name the configuration file with *.config or *.cfg extension ? Try with *.config if you created them with *.cfg.

Did you update the cq:designPath property of the jcr:content node under the site root node ?

Also check with Adobe on the license of Forms feature in 6.1. I think they have licensed it as a separate feature in 6.1 onwards.

It seems there is some corruption in the repository as it is not able to read a property value due to an unknown data type.
