So the forms or aem instance will run on the same port mentioned in ur start.bat file.To get aem form stuff working in your local you need to install AEM forms package as well which u need to download from software distribution. Follow the link everything is there

Increase the number in Apache Sling Main Servlet's setting to 10000 that should sort the issue.I too faced this issue and this particular change fixed the issue.

For exclusive content you can have following. logic-Assuming once user is logged will have cookies or something which you must be getting unique to the logged in user, check that particular stuff and accordingly show the form div or the content div for logged in users.
