I don't think it is possible for us to upgrade to jQuery 3.x as it is not compatible with the target browsers of 6.1 and 6.2. Although you can use the jquery added to your project clientlibs and use it on need basis

sophia2018 Datepicker formats works in accordance to moment.js display formats (1). For UTC, You can change the valueFormat or displayFormat property to 'YYYY-MM-DD HH:mm Z" and this should do the trick(1) : http://momentjs.com/docs/#/displaying/

FP-19008 for content fragments is not yet compatible with AEM 6.3 Sp2 so Id avoid installing that.There is re-spin happening soon for this FP
