All of them would be a package manager, so you can goto your package manager and check for packages with name hotfix or sp2 and get the list.But I am not aware, if there is a place which gives you the list of the hotfix packages OOB
Thats interesting, I have never faced it or heard of it ! However,1. which AEM version are you using? Did you try re-installing the instance ?2. Which chrome version ?
I agree with @scott ! We shouldn't allow headers and footers to be dragged n dropped as they represent the brand of a site. If that's a req, u shud strongly go back n say that's shouldn't be followed !!
Normally, cold standby will be setup during the initial setup. Will check on this usecase.However, did you try creating a standby instance from the repository of the primary instance and see if you it works fine.

As Peter mentioned, integrate with one of the monitoring tools available in market.Also, you can build a custom page which combines all the AEM OOB consoles you have with 3 different screens :)
