if it is downloading from publish and not from cdn/dispatcher then it should be a rule issue either in dispatcher or cdn which is causing this.

For migrating content , replication from author to author is not an ideal way. There are various other option like clone it and do inplace upgrade. This is the way that Adobe suggests to the clients.
