If your current data layer works for you - then keep using it.  Many people use the array approach because it aligned with the WC3 recommendations.

I would recommend contacting client care.  Imports can take up to 72 hours to sync, but that seems like a long time for an import that could be completed via browser.

Updating a new value to a specific key will overwrite the existing relationship.  All instances of 123 would relate to new value once the sync occurs.
