I couldn't agree more! Suggestion #2 is probably more complicated to implement, but couldn't you do #1? Almost all of our report suites need to be timestamp enabled, which means that every time I create a new one, I have to contact ClientCare to turn on timestamps before I can use it.
You can change the schedule, or even the recipients, but you can't edit the report. To do that, you have to "duplicate" it, make the changes you want and then set up the recipients and scheduling all over again.
It's really amazing how long this has gone on. (And how annoying it is to deal with.) This is one of those cases where the problem should be considered a bug, not an "idea".
A lot of nice things are available in SiteCatalyst 15. Unfortunately, we use mostly Data Insertion to populate reports, and SC 15 apparently doesn't support that yet.
