Ok that makes a lot more sense. So if I have it correctly, the wording is indicating that IF you are ingesting a single dataset, there still needs to be at least two identities or you wouldn't be able link anything.

Yes, that's correct, the identity graph would need at least 2 identities but beware, these 2 identities could be hipothetically coming from the same field, although it would be quite difficult to have this with just 1 Dataset
E.g. You could have 2 ECIDs from the website Dataset tied together thanks to a login event via the email, or an upload to a different dataset that could tie all the identities.

I2: Indirectly identifiable data. Used in combination to identify or contact a specific person
While one could argue that home address could be considered Sensitive Identity data. Sensitive PII (SPII) is generally defined as any PII that if lost, stolen, or disclosed without authorization could result in significant harm to an individual. S labels that apply to sensitive geographic refers to -
S1: Latitude /Longitude (determine precise location of a device)
S2: Determine a geofence area

A – Dataset & Segment
Data usage labels that are applied at the dataset level are propagated to all fields within the dataset. Labels can also be applied directly to individual fields (column headers) in a dataset, without propagation.
All audience segments created by AEP Segmentation Service inherit the usage labels of their corresponding datasets. This allows Experience Platform to provide automatic policy enforcement when activating segments to destinations.

Data usage policies are rules that describe the kinds of marketing actions that you are allowed to, or restricted from, performing on data within Experience Platform. If there is a policy in place declaring that C2 and C4 labels cannot be exported, Policy Service then prevents any action that would export this dataset to a third-party destination. The key here is understanding what a lookup entity is. Lookup entities: In the context of data modeling, lookup entities represent concepts that can relate to an individual person, but cannot be directly used to identify the individual."
Good examples are product catalogs or Loyalty Tier.
A single XDM Individual profile could have a relationship with a single loyalty tier, but you could also have many profiles linked to a single Loyalty Tier of "Gold"
