Adobe CS3 plugin needed

I need a plugin that can edit photo pixels and enhance them so that the low pixel photo looks good like HD Pixels. need help from anybody to show me something.

My personal home site is fully generated with Adobe CS3 and need more detailed plugin which can be used to enhance pixel or repair pixels or if it exist i want to know which is the plugin please?
