Allow non-admin users to copy rules to properties they have access to

(Relatively) recently, Adobe allowed for rules and data elements to be copied over to another property.  However, only admin users have access to this feature!  Since all levels of users (User, Approver, Publisher, Approver+Publisher) can create/save rules, and can also have access to multiple properties, from a permissions PoV, there's no reason why they shouldn't be able to copy rules across properties they have access to.  I kinda feel like this is a bug more than a feature request...

As you said, in the past we've limited this to roles above user, but maybe we need to re-adress this. I'll take it to the team and see wh
