Allow deleting and editing notes

We wish to use notes to document our page rules, etc. but there is no way to edit or delete them.

I believe "Notes" are not much useful in terms of documenting what you have changed on your page rule.

If a Note could be linked to a specific version would be great. And you would be able to be aware of what you changed on each version. Currently there is no "Comments" to be added when you create a new revision.
