Target profile is not populated with data

I set up the rule like that:

Data Element looks like this:

Then after some time I check profile using API but its not populated with data. 

I use web sdk debbuger however there are no errors. The event is sent to platform and then to Target

How to debug it futher ???

If I send this is Actions In Rules like that it also not populates on the profile. In the network I see that the event is send to Web SDK

Not being websdk expert i would expect the above example to work. and you have target enabled in the datastream?
