Content Availability: Verify that there is sufficient content available to serve as backup recommendations. If the backup pool is too small or empty, there won't be any data to return.
Audience Targeting: Confirm that the audience targeting settings for the activity are correctly set up. If the backup recommendations are targeted to a specific audience that isn't being met, it may appear as though there are no backup recommendations available.
Delivery Configuration: Check the delivery settings of the activity to ensure that backup recommendations are enabled and configured correctly. There may be settings that need adjustment to ensure backup recommendations are served when needed.
Check for Errors: Review any error logs or console messages in Adobe Target to see if there are any issues or errors reported that could be causing the problem.
