Tool to validate a recommendation feed upload

Often times we see that a recommendations feed upload fails with an error indicating a syntax error or the upload is successful but some items are skipped due to syntax issues. It would be nice to have a tool or option to validate the syntax of the feed before uploading so that the tool can guide the end user on what needs to be fixed .
