Independently Control Flicker Handling Selector

Provide the ability to optionally specify a different CSS selector for flicker handling in the VEC code view for a particular action. This is useful for scenarios where a page may change structure as its loading and you want to hide an area that is a bit larger than the specific element you want to actually modify.
