Static form/Saving filled in forms

I was wondering what is the difference between static and dynamic. I will be e-mailing forms to users. In turn, they will fill them out and then submit them back to me via e-mail. Which way should I save the form? Also, are users only able to save the form with their answers if they have Acrobat Reader 8?

No they can save the form also with Adobe reader 7, but on your side you have to activate the save option for reader in Acrobat Pro 8. That works no matter your form is static or dynamic.
