Newbie Q: PDF Form does not open without several reloads

Created a 4 page (1.05mb) fillable form. Some of the users are having a problem accessing it while it open for others...



I notice that at times it will take several reloads of the pdf before it displays on the screen.



What makes it behavior in this manner?
