Adding a static second page

I have a form created and it works perfect. I created another pdf text form that has instructions on how to complete my interactive form. I want the instruction form to be the first page. I can't seem to figure out how to add my instruction form to my exisitng page and make it first. Anyone help?

Don't create these as two separate PDF files. You should create them as separate body pages in

Designer. To change the order, go to the Hierarchy tab in Designer and drag and drop them into the

correct order.
