In AJO we have an send time optimizer for email/sms outbound communication. want to know the how aep implemented send time optimizer and any document to refer, aslo can we use the time optimizer for the custom actions as well.

We have a requirement were we need to use the custom action to send sms outbound communictaion to the customers based on the send time optimizer. In AEP send time optimizer is available for email and sms. Is there a way where we can use this for the customer action as well. If yes please provide the documentation details.
