AEP - Ability to Create Segments via API

Currently when attempting to to create segments via API in AEP, this error is being thrown:  "Request failed with status code 400"

Currently building segments via the API is not a supported method as we do not allow manual creation of the segment.  The supported method today is only using the UI to create the segment definitions and then using the associated segment id in any segment / export jobs.

Can this be added to the API functionality?
