Check if it's not a network configuration issue in eclipse:-

Also, check if you are using a compatible version of eclipse (Kepler or newer) as mentioned below documentations, also check other troubleshooting steps:-

Lastly, not sure what is your use case but if it's just a push/pull of the JCR repository, please check out the AEM Repo tool.

Check if the version 1.2.1 "org.eclipse.equinox.ds" bundle is already installed in the OSGi container. If not try install manually once
