It depends on a persistent store and topology.

You can have multiple authors if you are using MongoMK. Here you can have multiple author's instances connected to the same Mongo DB replica set. Such a topology is recommended for a high number of concurrent (>100) author's connections.

For TarMK you can see multiple authors in a case of a ColdStandBy tor and Offolaoidng topology. Otherwise, TarMK is not horizontally scalable.

You can have as many publish instances as you need. Normally you need to run a series of performance tests to determine publish AEM number.

From a replication point of view you just configure replication agents on author to point to all publish instances. But your problem description is still very vague, it omits informations like topology, clustering, information about sharding etc. Without these I don't feel confident enough to provide you something I would consider as an answer to your request, but I can only give you some guidelines.

On the other hand, if you are working on a project, an AEM architect should be able to give you these information and also recommend you ways how you should implement it.
