One instance is having an issue with special characters while uploading a bulk of data using bulk editor

One of AEM 6.5 instance has interpreted special characters in wrong way in de,es,fr when uploading a bulk of data using AEM Bulk Editor. It may be a configuration issue but was unable to find it exactly, Any clue would be appreciated.

You can compare the encoding configuration on working and non-working instances. See below:
