Are you able to share some details on how you are using the launch? Are you manually promoting the launch, or using the  Launch(Live) date property combined with the production ready flag?

If you manually promote a launch, this just updates the original source content but doesn't auto-publish.  The live date method will auto publish when it promotes the launch.
