Lock Payload Step in AEM Cloud

I have added the OOTB Lock and unlock payload steps in my custom workflow in AEM cloud but it is not locking the page. Is there any configuration I need to do in order to make it work. I have already enabled the flag for "Enable lock and unlock WorkflowProcess" in Adobe Granite Workflow Configuration Service and checked the permission for workflow-process-service user. it has full access for content path. 
Same issue with the OOTB create version step as well, it is not creating page version.
Is there something else I am missing here?

Thanks for the reply, I figured out the issue was because the payload path was appended with /jcr:content due to the way the workflow launcher was configured. I have now modified the launcher so that the payload will have the page path and can see both page lock and version steps are working as expected.

Also you may check permission if the user have enough permission.

Also is there any error in log?
