I am building a website that will be published by AEM. Customers will log into that website - it's a customer dashboard. I want to authenticate them using an existing SiteMinder service (that I don't have control over), get back success / failure, and then signify to my AEM-based website that the customer is "logged in". How do I approach this using AEM 5.6.1? Do customers have to exist as users in AEM / CRX (and can I create them on the fly)?

There is no specific documentation specific to Siteminder. But is simple configure at felix console [1] and repository.xml [2]. The document [1] & [2] should help.

Yes, that document gives the basics. I was hoping for some more details, particularly with reference to SiteMinder or similar SAML provider.
