how to move workflow approval from publish to author

We have a form in publish instance when visitor  fills the form and submit it internally triggers a workflow in publish to download a dam assest to the visitor.
Now  my requirement is to create a  approval   step  for download assets   when visitor    fill  the form.Only on approval from valid group it must download the assest to the visitor.

I am thinking of adding participant/dynamic participant step in workflow in publish instance , now the user will fill a form in publish and the workflow will trigger in publish and  approval will come to  inbox of publish .But the requirement is it must come to author as the authoring/approval team will have access only to author instance.

Please suggest how this can be achieved on the same

As per my conversation with Scott, its not a good practice. 

Though we have asked our engineering team to respond to the same.

one of the way to handle is, send an email for the authors/approvers so that they can login to publish instance and approve. 

I am not sure if your req can be achieved and even if it has to be done it would need lot of customization.
