The health check report is available in AMS and AEM on prem using the Operation tool, but this feature is not available in AEMaaCS. Is there a way to check this? Is there any package that needs to be installed?

As most of the maintenance/system check activities are performed automatically on AEM Cloud, this reduces the burden on customers and is not needed anymore.
If there are any issues detected or if there are some outages those are communicated by Adobe.

AEM as a Cloud Service provides access to a custom New Relic One monitoring suite as a part of the standard product offering to ensure your teams have the maximum visibility to your AEM as a Cloud Service system and environment performance metrics.

New Relic offers One application performance monitoring (APM) features on your AEM as a Cloud Service environment but health check report is something different, it talks about slow query, sling jobs, system maintenance etc.
