How do you make default dates displayed exact dates, not relative

We are currently using AEM 6.3.3.  We can see in AEM 6.4 that individual users can update My Preferences to specify how they want the Modified and Published dates on sites.html and assets.html to display. But we want to go ahead in AEM 6.3 to change the default for everyone to use exact date, which is what they were previously used to in Classic UI.   How do we do that?  I'm hoping there is a configuration I have just not been able to find.

Here is a screen capture from a vanilla instance of AEM 6.3 running locally showing what I am referring too.  We would want exact date to be the default format for all views (Card, Column, List) for any content.
