Hi,
I've opened a support ticket.
My problem comes from my organisation have an other admin console Adobe in witch my user is allready created.
It's a little bit complex, I'm waiting actions from my organisation now.
When using Adobe Experience Manager (AEM) as a Cloud Service, users and permissions are managed centrally through the Adobe Admin Console. Once you add a user and assign them to a product profile for AEM in the Admin Console, the user is automatically synced with AEM. You do not need to manually create the user in AEM, and doing so could cause issues with authentication.
If the user is not showing up in AEM:
If the user still cannot log in:

Hi @JeromeDe,
You're adding a user to Adobe Admin Console with AEM product access, but the user does not appear in AEM, and even if you try to manually create them in AEM, they cannot log in.
If you're using AEM as a Cloud Service with Adobe IMS (Identity Management System):
Users added to the Admin Console with AEM product access are automatically provisioned into AEM via Adobe IMS.
You should NOT create users manually in AEM. Doing so will prevent them from logging in.
Navigate to: Products > AEM > [Your Product Profile]
Make sure the user is added to a Product Profile that is mapped to your AEM environment.
The user must have an Adobe ID or Federated ID, depending on your organization’s setup.
Make sure the identity type in Admin Console matches what AEM expects (usually Federated ID for SSO).
Users must log in via the “Sign in with Adobe” or “Enterprise ID” option.
They should not attempt to log in using credentials created locally in AEM.
AEM URL example:
https://author-p<your-id>.adobeaemcloud.com
AEM does not display the user in the User Admin Console until they log in for the first time via Adobe IMS.
Ask the user to attempt login once; after that, search for them in AEM via /libs/granite/security/content/useradmin.html
.
Use Cloud Manager or the Developer Console to check logs for any IMS sync or authentication errors.
Also verify that the product profile in Admin Console has the right permissions (like access to author instance).
Hope that helps!
I think that I have found the origin of my issue ...
When I create the user in admin console, he is created with a Federated ID.
All the other users are with the Adobe ID.
It can be the root cause ?

Just a suggestion - May be try to delete the Federated ID and create the user again using Adobe ID
I've tried it but when I create a user, I can't choose Federate ID and Adobe ID, automatically it's created with de Federate ID
