Note: Currently, you can define styles for tables and cells in Classic-UI only.
If the status of touch UI migration of tables plugin of RTE is complete then where can we find the option of adding styles for tables in the dialog? The OOTB default we retail text component in AEM 6.3 does not have option of adding styles in tables in RTE.
Has anyone added styles in in-dialog , or in place editor in touch UI for tables plugin for RTE, if yes, could you please let me know how it can be done?
Can someone from Adobe official team please let us know if styles can now be added in tables in touch UI in dialog editor as mentioned in the doc at Touch UI Feature Status ?

Table and Cell Styles can't be applied in Touch yet indeed.
You could use the Styles plugin for the text for now, if that helps your purpose

smacdonald2008 The link you provided does not mention adding styles in RTE tables plugin, it provides custom code for adding a color picker plugin in RTE. We can follow the article and try creating a custom styles plugin for tables in RTE as well, but the OOTB option to add styles to tables in RTE, which used to work and still is working in classic UI is not available OOTB in touch UI ( while the status is mentioned as complete in official docs) and customization needs to be done at implementer's end to make it work in touch UI.
