Cannot create new app from UI interface

After upgrading AEM 6.0 with SP 1 and FP 1, I cannot see the option to create a new app from the UI (see screenshot). Is it possible that my app changed any configuration? Is it a permission issue?

Have you tried installing SP 2 to see if it resolves your issue? I know that the service pack added a lot of hot fixes. You can read more here: http://docs.adobe.com/docs/en/aem/6-0/release-notes-sp2.html.
