On AEMaaCS on my Partner's Sandbox, can we setup CDN and Domain, for example setup certificate, etc?

AEM as Cloud Service is shipped with a built-in CDN. Its main purpose is to reduce latency by delivering cacheable content from the CDN nodes at the edge, near the browser. It is fully managed and configured for optimal performance of AEM applications.
One point to note here is Sandbox program environments do not support a customer-provided CDN also Custom domains and IP allow lists are not available in sandbox programs.
