Recently set up a dispatcher for AEM 6.3 pre-release on Windows Server 2016.
The instructions for configuration of the dispatcher on IIS at https://docs.adobe.com/docs/en/dispatcher/disp-install.html is missing a step where the IUSR account my be granted write access to the web site root. Granting the app pool account permission does not seem to work and results in the error "Unable to create parent directory C:\inetpub\wwwroot\<site specific stuff>: Permission denied"
Looking through the history on-line this was reported back in 2013. Looks like the documentation was never updated to address this issue.

Which version of IIS? Adobe document you refereed helped us & clearly stated except for Full Control. If you can specify exact statement with screenshot then moderation team can log on document bug.
