Not sure if things are changed here. Can you make a small package, so I can test this?

Steps to replicate this issue ( in this case with Adobe Forms, but in regular pages it gives the same result )
- Install AEM 6.3
- Install Adobe Forms packages ( adobe-aemfd-osx-pkg-4.0.74.zip )
- Restart AEM to complete Adobe Forms installation
- Install custom content package containing 1 component, 1 virtual component and a blank test form ( demo-form-virtual-component.zip - Google Drive )
- Go to the test form where you can see the component list http://localhost:4502/editor.html/content/forms/af/blank-test.html
- Confirm that "Child" is there, but "Child virtual" is missing
- Open Design mode and configure the component groups for the panel.
- Confirm that both "Child" and "Child virtual" are components below "Adaptive Forms" group

When uninstalling the Adobe Forms package the issue persits, so it is not required.
The above steps just better replicate the current situation of our environment, that's why I included it.
