Is the Rule Editor in AEM 6.3 more or less the same as the ActionBuilder in AEM 6.1?

Both are for different set of forms.

• Action builder is for PDF and HTML5 forms created in Forms Designer.
• Rule editor is mainly for adaptive forms.
