Is it possible to hide part of the text email body depending on the user's terms?

I am a super beginner. Does JavaScript work directly with html page templates? Or do you operate the workflow?

If I understand your question correctly, then yes you can use JS code within HTML file. If you have any column which contains user terms then you can use that to create conditional content
