Filtering and targeting dimension

While selecting filtering and targeting dimension , let say i selected targeting dimension as "recipient" while selecting filtering dimension we get some options as list to select , on what basis we get those options , are those by default , if No then on what basis we get those option (are those editable and how).

 All the schemas linked with Recipient schema will appear in filtering dimension.
