Users/Unique Visitors vs New Users

Hi,

Are Users/Unique Visitors and New User the same?

Because I get the Users/Unique Visitors and New Users same in the report. 

Created New Users as specified in this link Commonly used metrics on other platforms translation guide | Adobe Analytics
