User-A has created the new segment called "Product View" and it is used that in report builder to created the new report "Test Report". User-A has shared the report to User-B with segment. User-B now can able to view the shared segment in Addin Manage
User A has left the organization and their credentials where deleted Although user b is not an owner for this credentials hence unable to share the access to user C.

@Monishasargunan User B has to copy that segment. So, User-B will be the owner of new copied segment. Now User-C can get access to that copied segment from User-B.

User B can either make a copy of the report as suggested by @Krishna_Musku
Or, alternatively, the system admin can transfer ownership of the report to User B (this would have been easier before User A was deleted - but maybe they are not "fully deleted")
In Analytics (not admin console), in the admin area, there is a area for "Users and Assets".. you can transfer assets from one user to another.
So if that report is being used by multiple people, is scheduled to send out to other users, etc? There are a lot of reasons why you might want to maintain the original report rather than creating a copy.
IF User A, is fully deleted, and they don't show up in the User and Assets area, I believe the Admin can take control of the asset, then move owner ship from themselves to User B....
Yes, the other option is Admin will have the control over that segment, by moving ownership to B or C or keeping it to admin and giving access to C.
