New vs Return visits adhoc question

Question: I am using the segment for New vs Return visits and I am seeing Return visits equal to New visits. I am using the older report suite, but my site is new. So,if I filter it out by my new site then the new visits should be higher then return visits. But, that is not so. Any suggestions for debugging?
