keep getting system failure for report queue

i'm trying to call this specific endpoint :

https://api3.omniture.com/admin/1.4/rest/?method=Report.Queue 

headers: 

"X-WSSE" : {PRIVATE}

and body:

replaced reportSuiteID with * for privacy issues. 

and keep getting system failure- temp error 

i also tried calling this endpoint  "https://api.omniture.com/admin/1.4/rest/?method=Report.Queue" with same headers and body but got the same error.
