Identifying users across clients costs server calls?

Hi, is it true that identifying users across clients/devices is costing more server calls?

I am speaking about this solution, the Device Co-Op mode: Overview

There is no additional cost to leverage the device co-op.

Its is important to be aware that it only works in the US and Canada.

It does require an additional contract with Adobe, but its a zero dollar cost contract.
