Cohort Table - Custom Dimension Numbers Mismatch

I've got a cohort table. It's set up to be visitors and it's by custom dimension. However, when I set up a cohort table and instead just put one of the values as a segment, I get a different starting number on the date where the cohort table begins, and it's a huge difference, about 90% lower.

 

I created a freeform table for the same conditions by date, and I get a number that's different from both of those, but much closer to the single dimension value cohort table than the multiple dimension value cohort table. What is going on?

 

I read up on the custom dimension breakout, and it uses the dimension only for inclusion criteria, not for return. I set up that single dimension accordingly, so that's not it.

It's hard to know what's going on without knowing how you built out your segment. What metric did you put in your table with the segment? It's very possible that the logic of the segment is working differently than how the cohort table works, but it's hard to know for sure. You don't need to share actual numbers or anything, but if you can share how you built out the segment and the table, that would make it easier for us to try and figure out what is causing the difference.
