workspace quick tips - more control for admins

when using Analysis Workspace, a popup of a good tip appears at the bottom right corner. while in most cases this is very useful, there are a lot of cases where the popup does not make sense at all:

- company has wrong contract and can't use the feature (eg. "cross device analytics")

- user has no permission to use a tool (eg. create segments or calculated metrics)

- user has no knowledge about the topic at all (and maybe does not want to have (eg. top management which is inly interested in final dashboard)

could we please have an option for admins to control those tips? eg. just a general "enable", "enable by user/user groups"

and maybe we could add our own tips, that would be awesome
