Currently in Discover you can't create a segment on how many times an event or variable took place. It would be an extremely powerful addition to Discover's segmentation capability if you could segment the number of users who submitted at least two product reviews, or subscribed to at least two RSS feed, or whatever action you think is important.
Discover 2.9 - Just released today - allows users to build segment rules based on Custom events. For example, If you're counting Product Reviews in Custom Event 1, you could build a segment Where Custom Event 1 is greater than, is less than, (etc.) a specific value.
