Share Segments with All users

Current Functionality: In Ad Hoc, only Administrators get the option to share their segments with groups or all users.

Requested Functionality: An option to let all users in Ad Hoc this option to share with all other users and with groups.

I like the option of sharing and empowering users, but I don't think allowing ALL users to share segments with ALL users will be helpful for larger organizations.

I can see a permission setting where you can toggle this on/off in the Admin user settings.
