Change "on menu" in the dashboard manager to something more intuitive

It is not clear that selecting "On Menu" will in fact keep whatever shared dashboard automatically updated with the creators edits.  Even a hover or something explaining what is is would be nice.  Or the default should perhaps be set so that any changes the creator makes automatically get updated to those sharing.
