ASI processing notification changes

It would be great if I could setup a notification when ASI is NOT processing within a defined parameter. For example, if it is taking longer than the average processing time for the past week, send me a notification.  This is different than the current system where I get an alert every time it has successfully processed.  I don't want to hear about it unless it's broken.
