Adobe as Tool - Block the execution

Hello,

I would like to promote the idea that Adobe as tool can still be blocked (in term of total execution) for some page load.
I know that there is a way to block the request (s.abort) but it still loads the tags, the thing is that the IT development don't want to load the tag when it doesn't fire.
This takes ressources and so one.
So it would be cool to be able to block the tool from loading based on header criteria (URL etc...)
